Every buyer at Bedok Rise Residences pays Buyer's Stamp Duty, worked out on a tiered scale that reaches 6 per cent on the portion of the price above $3 million. Many buyers also pay Additional Buyer's Stamp Duty, which depends on citizenship and on how many residential properties they already own.

Buyer's Stamp Duty, Tier by Tier

Buyer's Stamp Duty works like income tax: each slice of the price is taxed at its own rate. For residential property, the rates in force since 15 February 2023 are 1 per cent on the first $180,000, 2 per cent on the next $180,000, 3 per cent on the next $640,000, 4 per cent on the next $500,000, 5 per cent on the next $1.5 million, and 6 per cent on anything above $3 million. The result is rounded down to the nearest dollar.

Because the rate climbs with each slice, the effective rate across the whole price rises gently with price. A buyer can see the effective rate for any figure in the stamp duty calculator, which shows it alongside the total.

Additional Buyer's Stamp Duty

ABSD sits on top of Buyer's Stamp Duty and is charged as a flat percentage of the whole price. For Singapore Citizens it is 0 per cent on a first residential property, 20 per cent on a second and 30 per cent on a third or subsequent. Permanent residents pay 5, 30 and 35 per cent. Foreigners pay 60 per cent and entities and trusts 65 per cent on any residential purchase.

For a first-home citizen buyer at Bedok Rise Residences, ABSD is nil and the duty bill is Buyer's Stamp Duty alone. For anyone buying a second property it becomes the dominant cost, which is why the buyer-profile guide is worth reading before a preview.

When the Duty Is Paid

Both duties are payable within 14 days of exercising the Option to Purchase. They are separate from the progressive payments to the developer, and they can be paid from cash or CPF Ordinary Account savings, subject to CPF rules. Married couples with at least one citizen spouse who own no other residential property are remitted ABSD in full, and a refund mechanism exists for couples replacing a first home within the IRAS timelines.

Seller's Stamp Duty, Looking Ahead

Seller's Stamp Duty applies if a residential property bought on or after 4 July 2025 is sold within four years: 16 per cent in the first year, 12 in the second, 8 in the third and 4 in the fourth. For a home bought before completion, the holding period runs from the date of purchase, so by the time a development of this kind reaches completion a good part of that period has usually passed. Why the Effective Rate Matters

The headline tiers can make stamp duty look more severe than it is for a typical purchase. Because only the slice of the price above each threshold is taxed at the higher rate, the effective rate on the whole price is always lower than the top marginal rate that applies. Across the price range of a typical condominium home, the effective Buyer's Stamp Duty rate stays well below the 5 and 6 per cent top bands. The calculator shows the precise figure for any amount, and it is worth checking the effective rate rather than the marginal one when budgeting.

ABSD behaves differently. It is a single flat rate on the whole price with no tiers, so a second-property citizen buyer pays 20 per cent of the entire price on top of Buyer's Stamp Duty. That difference in structure is why ABSD dominates the calculation for anyone who already owns a home.

Joint Purchases and Mixed Profiles

Where two or more people buy together, ABSD is charged at the highest rate applicable to any of them. A citizen buying with a permanent resident spouse, for instance, is assessed at the permanent resident rate unless the married-couple remission applies. For couples of mixed status, the order of purchases and the names on the title deserve attention before booking, and a conveyancing lawyer can confirm the position for a specific household.
